Supporting MSEs

The Enterprise Development Division (EDD) has responsibility for developing/reviewing policies and programmes for the Micro and Small Enterprise (MSE) sector. It essentially fosters an enabling environment for the entrepreneurs. The Mandate of the EDD, as agreed to by Cabinet, is to give effect to the government’s policy for the development of MSEs. This objective has extended to our online platform where there is a wealth of information to assist entrepreneurs who are enthusiastic about the first steps to successfully starting and managing a business.

The Enterprise Development Division (EDD) also facilitates structured entrepreneurship training  and has plans to expand these offerings over time.

As part of its mandate to create an enabling environment for entrepreneurs, members of the EDD were enrolled in the International Labour Organization’s (ILO) Start and Improve Your Business (SIYB) Training of Trainers programme. This programme equips trainers with the skills to use an experiential learning approach, enabling them to guide entrepreneurs through practical tools and techniques required to start, develop, and grow their businesses effectively.

Through initiatives such as this, EDD demonstrates its capacity to facilitate high-quality entrepreneurship training through its staff. Building on this foundation, EDD intends to further expand its training portfolio, strengthen partnerships, and increase access to structured business development support for aspiring and existing entrepreneurs in the future.

Roles & Responsibilities

Policy Development

This is inclusive of policy analysis and research for the MSE sector as directed by the minister to ensure that policy implementation is on course.

02.

Planning & Management

This entails implementation planning with respect to upcoming projects.

03.

Forging Strategic Partnerships

Initiation of partnerships between government bodies, the private sector and business associations.

04.

MSE Assessment

Assessing the reach and impact of MSE development institutions, policies and programmes. 

05.

Collaboration with MLSMED

The division collaborates with other departments within the Ministry while exercising supervision on behalf of the Minister by receiving and reviewing reports.

06.

International Agencies

These include the European Union (EU), CARICOM Secretariat and the International Labour Organization (ILO).

07.

Monitoring Performance

This includes an evaluation of the progress and performance of both NEDCO and the MSE sector.

08.

Entrepreneurship Growth

The policies and programmes are established in order to improve the entrepreneurial climate.
